COVID Curfew से सम्बन्धित पूर्व में राज्य सरकार द्वारा निर्गत समस्त आदेशा को अतिक्रमित कर राज्यभर में वर्तमान में बढ़ते हुए कोविड-19 संक्रमण की रोकथाम एवं नियंत्रण के दृष्टिगत निम्नलिखित दिशा-निर्देश तत्काल प्रभाव से निर्गत किये जाते हैं
1. राज्य में दिनांक 10.05.2021 प्रातः 06:00 बजे से अपराहन 1:00 बजे तक समस्त आवश्यक सेवाओं की दुकानें खुली रहेगी।
2. राज्य में दिनांक 11.05.2021 प्रातः 06:00 बजे से दिनांक 18.05.2021 प्रातः 06:00 तक COVID Curfew प्रभावी रहेगा।
3. COVID Curfew के मध्य COVID Vaccination का कार्यक्रम राज्य में जारी रहेगा तथा Vaccination हेतु निकटवर्ती COVID Vaccination Centre तक (1 & 2nt Dose हेतु) आवागमन हेतु Vaccination रजिस्ट्रेशन / Messages / Other proof दिखाने पर व्यक्तियों को निजी वाहन, टैक्सी, ऑटो रिक्शा में जाने हेतु छूट दी जायेगी।
4. COVID 19 के संक्रमण को देखते हुए COVID Curfew अवधि में यथासंभव विवाह
समारोह आयोजित न करने की सलाह दी जाती है। यदि विवाह समारोह को स्थगित
किया जाना संभव न हो तो, अधिकतम 20 लोगों के सम्मिलित होने की अनुमति जिला
प्रशासन द्वारा प्रदान की जायेगी।
5. शवयात्रा में अधिकतम 20 लोग हीं सम्मिलित हो सकते हैं।
6. समस्त educational training, coaching institutions, आदि अग्रिम आदेश तक बंद रहेगें। Online/ Distance Learning shall continue to be permitted and shall be encouraged. However, MBBS (4th & 5th year), BDS (4th year). Nursing classes (3rd Year) only will continue. Physical conduct of examinations by state/ national/ international bodies shall be allowed on a case to case basis by the respective departments with due intimation to all concerned authorities.
7. समस्त cinema halls, shopping malls, market complexes, bazaars, gymnasiums, sports complexes, stadia, play grounds, swimming pools, entertainment parks, theatres & auditoriums, assembly halls and related activities and places अग्रिम आदेश तक बंद रहेगें।
8. समस्त सामाजिक / राजनीतिक खेल गतिविधियां / मनोरंजन / शैक्षिक / सांस्कृतिक समारोह / other gatherings and large congregation अग्रिम आदेश तक बंद रहेगें।
9. मदिरा की दुकान एवं बार अग्रिम आदेश तक बंद रहेगें।
10. बाहरी राज्यों से उत्तराखंड राज्य में आने वाले सभी व्यक्तियों को अधिकतम 72 घंटे पूर्व की RT PCR Negative Test Report के साथ ही राज्य में प्रवेश की अनुमति प्रदान की जायेगी।
11. बाहरी राज्यों से उत्तराखंड राज्य में आने वाले सभी व्यक्तियों को अनिवार्य रूप से Smart City Web Portal ‘http://smartcitydehradun.uk.gov.in’ पंजीकरण किया जाना होगा एवं सभी व्यक्तियों द्वारा राज्य में प्रवेश के उपरान्त MHA, MoH&FW GOI and State Government द्वारा जारी SOPs का अनुपालन किया जाना होगा।
12. बाहरी राज्यों से उत्तराखंड राज्य में अपने पैत्रिक गांव वापस आ रहे प्रवासियों द्वारा COVID-19 के संक्रमण के रोकथाम हेतु विगत वर्ष की भांति ग्राम पंचायत / ग्राम प्रधान की निगरानी में गांव में स्थापित Village quarantine facility में अनिवार्य रूप से 7 दिवसों तक isolation में रहेगें। उक्त isolation पूर्ण होने के उपरान्त COVID-19 के लक्षण परिलक्षित न होने पर अपने घर में जा सकते है। उपरोक्त Village quarantine facility संचालन पर (पेयजल व्यवस्था, साफ सफाई, विद्युत व्यवस्था, बिस्तर आदि) आने वाले व्यय का भुगतान ग्राम पंचायत को State Finance Commission से प्राप्त निधि से वहन किया जायेगा तथा इसके अतिरिक्त आवश्यकता होने पर जिलाधिकारी द्वारा राज्य आपदा मोचन निधि (State Disaster Response Fund) एवं CMRF से village quarantine facility में होने वाले व्यय ग्राम पंचायत को प्रदान किया जायेगा।
13. विगत वर्ष की भांति इस वर्ष भी जिला प्रशासन द्वारा आवश्यकतानुसार Quarantine Centers का संचालन जिला स्तर पर किया जायेगा तथा उपरोक्त पर आने वाले व्यय का भुगतान State Disaster Response Fund के COVID-19 Management के मानक अनुसार एवं CMRF से वहन किया जायेगा।
14.COVID curfew अवधि में नगर निकाय द्वारा समस्त सार्वजनिक स्थलों यथा आवासीय क्षेत्रों, बस स्टैण्ड, रेलवे स्टेशन, मार्केटस एवं मण्डी आदि भीड़भाड़ वाले स्थानों को निरन्तर sanitize करवाना सुनिश्चित करेगें।
15.COVID curfew अवधि में निम्नवत सेवाओं से जुड़े व्यक्तियों, दुकानों, कार्यालयों को
सशर्त (Social Distancing and COVID Safety Protocols) कार्य करने की छूट प्रदान की जाती है 15.A. समस्त स्वास्थ्य सेवाएं (AYUSH सहित) यथावत संचालित रहेगी जैसे:
i. Hospitals, nursing homes, clinics, telemedicine facilities.
ii. Dispensaries, chemists, pharmacies, all kinds of medicine shops including Jan Aushadhi Kendras, optical shops and medical equipment shops.
iii. Medical laboratories and collection centres.
iv. Pharmaceutical and medical research labs, institutions carrying out COVID-19 related research.
v. Veterinary Hospitals, dispensaries, clinics, pathology labs, sale and supply of vaccine and medicine.
vi. Authorized private establishments, which support the provisioning of essential services or efforts for containment of COVID-19, including home care providers, diagnostics, supply chain firms serving hospitals.
vii. Manufacturing units of drugs, pharmaceuticals, medical devices, medical oxygen, their packaging material, raw material and intermediates.
viii. Construction of medical/ health infrastructure including manufacture
of ambulances. 15.B. Financial Sector: following establishment to remain functional:
i. Bank branches and ATMs, IT vendors for banking operations, Banking Correspondents (BCS), ATM operation and cash management agencies.
ii. Co-operative Credit Societies.
Efforts should be made by concerned all to operate with minimum staff and they should be encouraged to Work from Home (WfH) wherever possible and feasible.
15.C. निम्नलिखित Public Utilities यथावत संचालित रहेगें:
i. Operations of Oil and Gas sector, including transportation, distribution, storage and retail of products, e.g. petrol diesel, kerosene. LPG etc.
ii. Generation, transmission and distribution of power at State level.
iii. Postal services, including post offices.
iv. Operations of utilities in water, sanitation and waste management sectors at municipal/ local body levels in State.
v. Operation of utilities, including movement of vehicles and personnel. providing telecommunications, DTH and internet services, including maintenance of telecom towers and recharge facilities for prepaid mobile connection.
15.D. Commercial and private establishments, as listed below:
i. Ration shops including PDS and neighborhood/ roadside/ street corner shops, dealing with groceries shall remain open on 14th May 2021 from 07:00 AM to 12:00 PM.
ii. Sale of Fruits and vegetables, dairy and milk booths, meat, Chicken
and fish, including their transportation, ware housing and related
activities shall remain open from 07:00 AM to 10:00 AM on daily
basis. These establishments shall follow all COVID-19 safety
protocols.
iii. Common public shall not be allowed to enter into mandi premises for direct purchase of fruits and vegetables, etc.
iv. District Administration shall make arrangement to facilitate the home delivery of Fruits and vegetables, dairy and milk, meat and fish through the local mobile vendors.
v. Hotels, Restaurants, Eateries and dhabas shall be permitted to operate kitchens for take away/ home delivery of food items only. In premises/ In-restaurant dining shall remain completely prohibited. Only movement by walk is allowed for this purpose. However, Hotels, Restaurants and Eateries can use vehicles for home delivery.
vi. Animal feed & fodder, seeds, fertilizers and pesticides including their transportation ware housing and related activities shall remain open from 07:00 AM to 10:00 AM on daily basis. These establishments shall follow all COVID-19 safety protocols.
vii. Home delivery by operators/ online delivery of all goods/ services by e-commerce platforms such as Amazon, Flipkart, Blue Dart, DTDC. Myntra etc.
viii. Retailers of food & grocery items shall also he allowed to provide home delivery services.
is. Print, vectronic and social media
3. Telecommunications internet services, broadcasting and cable services/ DT and optical fiber vi Petrol pumps, LPG, Petroleum and gas retail and storage outlets.
xii. Power generation, transmission and distribution units and services.
xii. Cold storage and warehousing services
xiv. Private security services and facilities management services for maintenance and opkeep of office and residential complexes. xv. Establishments used/ earmarked for quarantine facilities.
xvi. Shops dealing in construction equipment and supplies such as cement, iron rods, chips etc. (From 7:00 AM to 10:00 AM)
xvii. Auto Mobile repair shops.
xvii. The employees involved in all above mentioned services shall be allowed to move with valid ID cards to their establishments without any restriction.
18.E. Transportation:
Inter-State movement of public transport shall continue with occupancy restricted at 50% and subject to SOPs issued by State Transport Department. Passengers travelling to the State by air, bus, railways and private vehicles/ taxi shall register on Smart City e-pass portal (http://smartcitydehradun.uk.gov.in) of Uttarakhand Government prior to commencement of their journey, anot उत्तराखंड राज्य में आने वाले सभी व्यक्तियों (बस और टैक्सी के ड्राईवर, कन्डक्टर और हैल्पर को अधिकतम 72 घंटे पूर्व की RT-PCR Negative Test Report साथ ही राज्य में प्रवेश की अनुमति प्रदान की जायेगी।
ii. Intra-State movement of public transport shall continue with occupancy restricted at 50% and subject to SOPs issued by State Transport Department.
जिला देहरादून, हरिद्वार, पौड़ी गढ़वाल, नैनीताल एवं उधम सिंह नगर के मैदानी क्षेत्रों से पर्वतीय क्षेत्रों में जाने वाले समस्त यात्रियों हेतु RT-PCR अथवा RAT नेगेटिव रिपोर्ट होना अनिवार्य होगा। जिला प्रशासन द्वारा जिला बार्डर चैक पोस्ट पर इसका कढ़ादी से अनुपालन सुनिश्चित कराया जाएगा।
iv. Movement, loading unloading of goods/ cargo (inter and intra State) including transportation of all goods is allowed.
v. All goods carriers, whether loaded or unloaded are permitted.
vi. Movement of officers/ personnel traveling with valid ID card issued by their organizations/ institutions to the place of work and back for permitted activities in these guidelines are allowed. vii. Passenger vehicles including airport buses/ taxis/ auto rickshaw to and
fro from railway stations and airports are permitted. Movement will
be allowed only on displaying valid travel documents/ tickets. viii. Autos and taxis are permitted for travel related to only emergency purpose.
ix. Patients and their attendants in emergency need for movement shall be allowed to move. Movement for the purpose of vaccination and testing shall be permitted
for the age group 18- 45 with the proof of registration and showing
valid ID compulsory.
xi. Member of print & electronic media with valid ID cards shall be allowed to move in vehicles as per SOPS and COVID protocols.
xii. All Vehicles belonging to Government /local bodies or authorized organisations involved in essential services, emergency & COVID-19 management shall be allowed to ply.
xiii. Inter and Intra-state movement of goods/ cargo for inland and exports.
xiv. Transportation for all medical personnel, nurses, paramedical staff and other hospital support services. xv. Private vehicles subject to limit of 50% occupancy with COVID
appropriate behavior& protocols shall be allowed for emergent reasons with valid ID.
15.F. All agricultural, horticultural, animal husbandry and related activities to remain fully functional:
i. Farming operations by farmers and farm workers in field viz. sowing. nursery preparation, land preparation, Irrigation, Planting, harvesting, Threshing, Processing and packing, etc.
ii. Any other activities related to agriculture/ horticulture/ floriculture like procurement, Distribution, Packaging, Warehouse, mandis, cold storage,
shops dealing with agriculture machinery & its spare parts, fertilizers,
Collection processing, distribution and sale of milk and milk products by milk processing plants, including transport and supply chain. i Operation of animal husbandry farms including poultry farms &
hatcheries fisheries and livestock farming activities. 18 Industries Industrial Establishments both Government and private as listed below
All Industries in both urban and rural areas shall operate with strict adherence in SoPs and Covid-19 safety protocol. भूमिको कर्मचारियों को उनके घर सेलने एवं घर छोड़ने हेतु उद्योग द्वारा किया जायेगा या उद्योग मैनेजमेन्ट द्वारा समिको/कर्मचारियों को उद्योगों के परिसर में ही रहने का प्रबन्धन किया जायेगा।
The District Administration shall monitor that the SoPs are strictly followed by the industries in their operations. The Head of the industrial unit corporate office shall regularly brief District Administration in this
18. Construction activities will be allowed in both Government and Private Sector:
i All Construction activities. Contract works at sites along with associated
movement of vehicle/ laborers in this regard shall be facilitated by the local police/administration. निमार्ण कार्य में कार्यरत श्रमिको/ कर्मचारियों को उनके घर से कार्यस्थल तक लाने एवं घर छोड़ने हेतु वाहन की व्यवस्था सम्बन्धित ठेकेदार द्वारा की जायेगी या ठेकेदार द्वारा निमार्ण कार्य में कार्यरत श्रमिकों/ कर्मचारियों को निमार्ण परिसर में ही
रहने का प्रबन्धन किया जायेगा।
ii. The Standard Operating Procedure issued in this regard is to be followed in the Government as well as private construction sites and movement or personnel vehicles to prevent spreading of COVID-19.
15.1. Offices of the Government of India, its Autonomous/ Subordinate Offices will remain open, as mentioned below:
i Defense, Central Armed Police Forces, Ministry of Health and Family Welfare, Disaster Management and Early Warning Agencies (IMD. SASE and CWC), Airport Authority of India, Railways, National Informatics Centre (NIC), Food Corporation of India (FCI), NCC & Nehru Yuva Kendras (NYKs) and any other central government offices
engaged in essential services or assisting in management of COVID at minion capacity and shall encourage work from home
3. Offices of the State Government their Autonomous Bodies and Local Governments will remain open as mentioned below:
& Police Home Guardy PRD Civil Defense, Fire and Emergency Services, UPNI Disaster Management, Prisons, Municipal Services along with offices dealing with essential services to remain open will function without any restrictions
Forest offices: staff workers required to operate and maintain 200 Nurseries wildlife, fire-fighting in forests, watering plantations, Patrolling and their necessary transport movement. Forest office includes forestry plantation and related activities, including silviculture operation.
i Vidhan Sabha, Sachivalaya, All directorates providing essential services, Commissonerate, Collectorates and District Treasury shall remain open. General administration department, Government of Uttarakhand’s order 329 XXXI(15)G/2020-04(Saa)/2021 dated 28 April, 2021 regarding opening of the offices and exemptions given to the special category employees are to be strictly followed by State Government as well as Central Government departments working in Uttarakhand
iv. All staff who are given COVID-19 duty by State Government authority/ District Administration shall report for COVID related duty
. उपरोक्त के अतिरिक्त जिलाधिकारी आवश्यकतानुसार किसी भी विभाग की कर्मचारी अधिकारियों को कोविज ड्यूटी में लगा सकते है तथा किसी भी विभाग के कार्यालय को बुलवा सकते है।
15.K. Offices of the Private/ Civil Society Sector:
Offices in private/ corporate and civil society sector shall be closed and such offices shall encourage work from home for their staff,
15.1. General Directives for COVID-19 Management: The following General Directives for COVID-19 Management shall be strictly followed throughout the State:
i. Face coverings/ Masks: Wearing of face cover/ mask properly is compulsory in public places in workplaces: and in public transport. ii. Physical distancing: individuals must maintain a minimum distance of 6 feet in public places. iii. Spitting in public place will be punishable with penalty as prescribed in accordance with laws rules or regulations.
iv. Consumption of paan, gutka, tobacco and similar products in public place is prohibited.
15.M. Safety and Protection of vulnerable persons
The following categories of people are advised against outdoor movement except for essential and health purposes.
i. Persons above 65 years of age
ii. Persons with co-morbidities.
iii. Pregnant and lactating women
iv. Children below the age of 10 years
15.N. Penal provisions:
Any person violating these lockdown measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005 and COVID-19 Regulations 2020, besides legal action under Sec. 188 of the IPC, and other legal provisions as applicable and State Police Act.
This Order shall remain in force in all parts of the State for the period अतः उपर्युक्त दिशा-निर्देशों का कड़ाई से अनुपालन सुनिश्चित कराये जाने हेतु
as aforementioned.
आवश्यक कार्यवाही करने का कष्ट करें।
उक्त आदेश अग्रिम आदेशों तक प्रभावी रहेंगे।
